Cross-country postal service for packages generally takes about ten days to two weeks in Canada, but that can be reduced to as little as 3 days by using Expedited Shipping. In my experience, Postal deliveries from the US take an average of two weeks, or slightly less if not held up at Customs - then all bets are off. I would not expect ramrods to be delayed at Customs. All considered, I would say you have plenty of time if you can put it together.
For reference, a tube 2" in diameter, 48" long and weighing 1 lb. shipped coast-to-coast would cost $45.00 for Regular Parcel Post (9 business days) and $48.00 for Xpresspost (3 days guaranteed).
