ALR Museum Gunsmith: Unknown Maker....a "Presentation" Longrifle

Presented to Samuel Harbaugh  from Henry Wilson"  This Henry Wilson may have been Vice President of the United States. Does anyone know who Samuel Harbaugh was and his significance related to this presentation longrifle?

This may be the Henry Wilson named on the presentation plate though the dates of his Vice Presidency seem late for a Kentucky rifle ?:
