Palemon Powell and Son Cincinatti, Ohio 1878-1887 per American Gunsmiths. I have a fullstock plains rifle by P. Powell and marked only P. Powell Cinci.

Powell was a hardware, firearms store etc. in Cinn. Most  of the shotguns he sold were imported from England or Belgium and the locks and barrels were marked with his name. Some came into the country as barrels and actions and were stocked here. There were a number of dealers that did that.
