Flint conversion?

The auction text says this is an 1851 Tower Flintlock rifle. Its obvious that it isn't a flintlock. Is there a chance that the lock was once flint, it looks like holes where the frizzen spring would go. I would think if it was a arsenal conversion the holes would have been plugged. A friend is interested in buying it.

They might have used an old lockplate but it is odd that the holes were not plugged.  Obviously a late lock

That photo is not of a tower.None of them had a bolt in the front of the trigger guard.It looks to be Austrian.
