Is there a rule of thumb on how much to leave before you chisel in the dove tail for a sight base?

Just depends on how much metal you want to raise.  Play with it on a scrap piece to get a feel.

I use the top of the dovetail bevel as my width guide.  I mark this measurement on the top of the barrel, saw straight down with the hacksaw on each side and then remove the metal between the initial saw cuts with a series of saw cuts and then the cold chisel.  I then use a three corner file to start the undercut on each side and smooth the bottom of the dovetail.  I then set the cold chisel in the the undercut started with the file and raise  the lip of the dovetail until the sight fits.  Tap the sight or underlug in and punch the lip down to hold it, fast, easy and secure.
