I acquired this nice little Flower earlier this year. All mounts are Silver. The lock condition is superb.

What is the funtion of the fancy apparantly movable silver band overlying the entry pipe tail and encircling the barrel and stock?

The band keeps the barrel and foreshock together. There is no underlug or pin.

Are the stock and triggerguard 1 piece or is the triggerguard a separate piece? Either way, very impressive.

The trigger guard is a separate piece attached with wood screws.

Is the stock Rootwood? I have several guns made of it - British and Italian.
I love European guns - the beauty and wookmanship if off the charts.

I would speculate  that the butt stock is root ,wood based on the grain flow and color intensity. All of my stock blanks imported from Armenia are root wood or stump cut to use another term.
