Can someone tell me what this is? new photo added

I acquired 4 of these things last week and don't have a clue what they are for.  They are brass, about 2 1/2" long.  I thought they might be some kind of capping device.  The inside diameter of the outer tube is slightly larger than a #11 cap so it will not hold a cap snuggly.  The outer tube slides back and forth about 1/8".  Any Ideas?

Does the knurled end screw off?
Do they all have the same ID?
I see the screw on the side slides fore and aft about 3/16"?
Thus, the brass inner piece moves fore and aft that amount.
I see no 'value' of these devices for the shooting vocation, either modern or not.

It looks like something to seat percussion caps on revolver nipples instead of using a wood dowel? :-\

Is the knurled part attached to the outer tube? Is the small knob next to the knurled part an extension of the inner tube/rod?

If so, it seems that the knurled part could be used to hold the device against something and the knob could be pressed or stuck to make an indentation. For what purpose, I haven't a clue.

The outer tube slides back and forth.  It also slides up underneath the brass knob about 3/16".  The knurled knob is affixed to the inner rod.  I agree with Paul that it has something to do with capping.  I also agree with Daryl that there is no shooting value added.

It looks like a pin someone would use to lock an adjustable table leg by passing through holes.  Or adjusting a lawn mower handle.  I know I am wrong, but that is what comes to mind.  Do we know it has anything to do with shooting?

what is this thing on youtube will identify it for you in his quizz videos. send him a picture. We like to figure out what some of the items are he shows.

you can take a picture of it with your phone in the google app.   The app will search the net for a similar item and identify if for you.

My sister prices items for a thrift store.    Just open google, take a picture and it finds comparables for you.

That is a "Drawn Reciprocating Dingle Arm" for use supplying inverse reactive current for unilateral phase detractors but can also be used in synchronizing cardinal gram meters if one wants to reduce sinusoidal repleneration.

A small (leather?) punch. Turn the knob to cut, slide the tube back to remove the punched-out bit.

I think it is a cigar tip cutter. Somewhere I have one that just cut s a hole in the end of a closed
end cigar. The lil piston part would push the cut out piece from the cutter.  Interesting find.

Is the end of the outer tube sharpened, square edged or rounded?
