hand made end mill?

ok guys, my memory is getting full, so Im not sure Im remembering this correctly.

Did one of youse smart guys make an end mill by hand?  For cutting on a tumbler?  Maybe?  was it called a tumbler mill?  I'm trying to search, but I'm obviously doing something wrong...

When I made lock tumblers using a link to connect the mainspring I altered a 3/32x1/2 Woodruff key cutter by thinning it .020  to .073 for slotting the arm of the tumbler and I have have them from common drill rod but the altered ones work better.An end mill is another type of tool and MIGHT be made by altering a drill by grinding it flat across the end and reshaping it to establish cutting edges and flutes that can cut.This can  be a study in altering tools but end mills are Noe cheap and in abundance from a wide variety of industrial supply shops.

Best way today is to just use a lathe.  You could have someone turn you some tumbler blanks pretty cheap if you don't have one.
